the map is apparently disallowing all players to join, and emptying the server unless remotely changed the map by an administrator like zero , or waiting it our for an hour till the server changes maps...

Zero usually hides maps from rotation because it's easier than cleaning it up completely, and who knows when a map is requested.
but when a map causes server issues, usually those are definitely in need to go.
