How did he/she abuse (See TOS): Slapped to death for no reason with no warning and no explanation given after. I didn't realize that chat sent directly to admins (using team say with @ at the beginning) does not show up in demo. At this point I'm not quite sure if there's a way to show that bit but I did ask several times if he had a reason and got no response
Proof (Proof is NEEDED in order to report abuse, if the abuse contains admin commands and chat only a date and time is needed; however, a screen shot or console copy is helpful):

Tick 15000 slaps to death with no warning and no rules broken in any way whatsoever.
At tick ~39000 you can see me asking in spec if anyone else heard him give a reason as I had voice chat off and wouldn't have been able to hear him without restarting css which I did prior to checking the demo to see if he gave a reason via voice chat which he did not.
Edit: I'm not really looking for any action against him since it's one death And not a big deal but he has been slapping people for 10 damage without proper reason for a couple weeks now and since he won't stop on his own I'm hoping that documenting it from now on might help him reign himself In. Or just that someone could perhaps explain to him the proper time and place for using those commands or even just to use a 0dmg slap to fuck with people instead of the 10 damage.
