downloaded this demo and the one from sourcetv but for some reason i see them under the map, no models, even when i spec out it doesn't show me anyone in the map.

Gotcha. You can approve modded post if it's in ban section. If it's in unban section, maybe there's a reason why an ULA modded it cause it's being discussed in our ULA section or maybe clan section.
But modded ban threads (temp, user perma or admin perma) go ahead and approve posts.
