Did you notice that after you banned them that they rejoined almost immediately?

The admin menu will ban but does not make it a enforced ban maybe because it needs to be fixed or reprogramed.

If you want to ban someone and make it stick the format in console is:

ma_banip <enter minutes> <enter STEAM ID> enter/submit

1 day = 1440 min
2 days = 2880 mins
4 days = 5760 mins
7 days = 10080 mins

They're banned either way.
