There are two versions of Russka floating around, one has broken textures on one part of the map (old WCS) the current one we have does not. I ran into this problem when trying to play Russka on another server back when I had the old version.

find the russka zip and delete from the cstrike folder then next time we play that map and you are in the server you should be able to DL it.

Mikey that doesnt always work. Ive deleted the file over and over but it still gives me the error even after I DL the map.
