all admins can ban with steam id... you take their steam id, go to ibisgaming.com/sourcebans and enter a new ban based on steam id.

Yes please remember that you do need to log into sourcebans to do this. Just use the username/pass from your forum account. As long as you have admin you can ban and unban via the website too!
