Reason to perma ban: 92/2, obvious hacks once you see the video.
Reasons:
1. He never looks the wrong direction, 100% probability to turn the right direction against an opponent crouching/standing/walking head shot. Size of the room, doesn't matter, he will always have his aimer on you whether or not you have an indication. He puts on a small show as if hes looking around sometimes, but leaves the areas that are a hindrance to his kills knowing enemies aren't there.
2. He has a 100% chance to compensate for speed of player around corner whether your invisible, vaga teleporting, rapscallion, anything. He WILL head shot you and make the proper compensation for your speed, jumping, etc. before you round any corner. He can hear you sure, but 100% chance to always get the right speed, not even the number 1 player in the entire world is capable of this.
3. He tends to follow people through the wall to a pretty obvious degree, you'll see several slip ups during the video where a player isn't moving, on radar, and not a typical camp spot. Spasm follows the player through the wall and goes straight for the head shot aimer on the player the whole time.
