and wrote up simple steps based off that article:
>Right click the file you want to change permissions
>Click “Properties”
>Click on the “Security” tab
>Select “Administrators” (<your user account name>\Administrators) from permissions box
>Click “Advanced”
>Click “Change” to change owner
>Click “Advanced”
>Click “Find Now”
>Select “administrators” and hit ok
>Click “ok” to close, it will change ownership of the file when you click this
>Click “Auditing”
>Click “Add”
>Click “Advanced” and select the user or group you want added (“Administrators”)
>an “auditing entry” dialog will open
>Click “Show Advanced Permissions”
>for full control, which you want, select “Success” from the “Type” drop-down menu
>enable “Full Control”
>click “ok”
>Click “apply” then “ok”
>click “Ok” on the windows security dialog that will pop up to confirm the changes
>right click file again
>click “Security” tab
>click “edit”
>Select user you want
>Under the “allow” field, check the “Full control” box to gain full access
>Click “apply”
>Click “yes” when the pop up shows to confirm the action
it is essentially the same convoluted process as in windows 7 if you are not an administrator with full access.
i believe this is what you need though I am unfamiliar with Windows 8.
