RTV is possible at any time on a map, including if someone is on nade level. Can post a demo if you need proof to confirm.

I guess I should have mentioned it shouldn't be possible after level eighteen (at least that was the case prior to Valve's Break-All-The-Things update).

ok I figured it out valve broke say command caching... and that is what is causing the problem as the mod is supposed to intersect the rtv command and prevent it from being passed.
