We need a new rule

Nope. Start with warning bans, move to harsher punishments. After a few consecutive offenses for breaking the same rule, they'll get perma'ed. The reason for this is allowing players to have a chance. I believe the goal is to keep server populations high, and perma'ing players on first offense will not achieve that goal. I've actually been pretty amazed by how someone can be a total dick one night and then be completely fine every time I see them in game after a 'warning' ban.

I'd say start with an hour ban although I do ten minutes, move to a day if necessary and post your intended permas as you see fit. ULAs have to vote for a perma anyway.
