If the server is 21/21, then its a complete full server, nobody else can come in (even if you have slot reservation, there's just no room physically). The server will then kick someone to make it a 20/21 server (Dropped due to slot reservation). The server will try to keep it a 20/21 server so when anyone with slot res comes in, there is room, and then the server will kick another player making it a continuous 20/21.

I'm just confused because I was trying to get into GG last night and it was full 21/21 with no admins on (maybe a regular with a reservation though). Is there a limit on the number of reservations that can be on at once?

20/21 is a normal full server. The extra slot is there for reserved slot players to join. When a player joins, the number goes up to 21/21 briefly, then the server kicks someone who does not have a reserved slot, bringing it back to 20/21.
In actuality this will happen when anyone tries to join, even people without a reserved slot. It will go to 21/21, very briefly, then will drop the person trying to join if they do not have a reserved slot. This is why a non-reserved player trying to join one of our servers will not get a "Server full" message (if it's at 20/21), but rather will connect and then be given a "Dropped due to slot reservation" message almost instantly. If a person without a reserved slot repeatedly attempts to join, the server might stay at 21/21, because it takes a second for the server to release that slot again. All you can do in that case is keep trying until you hit it at the right time.
