Check craigslist, they could list the tire for sale, bam you have your douche bag who stole it.
This has always been a thing, especially with quick release tires. Take a walk near any bike rack at a college and it is more of a bike graveyard than anything. Takes ~2s to to pop off and probably sold to a pawn or bike shop for $20. Petty theft often goes unreported and even when done so no one gives a shit unless there is absolutely no people of color around or no one else to pull over.
Get an integrated chain lock and weave it through both sets of spokes.
