That is a package file that contains no actual files but pointers to them. Do you perhaps need all the .vpk files?

Note that these are not files that valve would store on steam cloud as they are the default game asset files.

You can open .vpk files in the latest versions of GCFScape but not older ones that only supported GCF files.
