ZM server rounds not ending again

Once again, the rounds aren't ending when time expires or when zombies tag all the humans.

Yup. I tried to do a restart and it just flat out messed the server up. It's stuck on atix for 10 seconds and then changes to atix. It's stuck in a loop.
