I haven't checked the demo to see if any other hacks are being used (as out of country high ping players will mask to kept off radar a bit more), but ping masking is not a perma ban offense. More of a temp ban, and tell the players to fix his rates.

I will vote when I watch the demo.

From your demo, you cant tell what the ping is. Looking at source TV demo he does seem to have a steady 1 ping, but if you see around tick 18K-22K (right before you banned him) it does start to climb to 2, and 3.
This is his IP address: 71.121.146.25. He apparently lives anywhere between DC and Baltimore MD with a Verizon fios internet speed. Assuming he has the top speed internet as I do at my house, getting 1-5 ping is normal. I sometimes range between 1-3 ping when I am at home playing (unless downloading something).

My vote is unban, and I will close this as ping masking is not a perma offense.
