Do you know the difference of "Governing" and "Enforcing" are?? apparently not.

Governing is making rules for people to follow by, such as our government. They make and pass laws.

Enforcing is taking the rules that the government has passed and making sure people follow them. IE police, FBI, lawyers, judges.

Your not ZERO, you can't make up rules or how you think the rules should be applied to the ZM server. Your just there to make sure people follow the RULES!!!!!
