after reading this I've come to this conclusion;

Phalanx is stalking cloud outside his bedroom window, cloud had to move and phalanx is trying to find out where cloud lives now. phalanx also has a fetish with funeral homes and there owners and his next prey is hitman. Also phalanx has the ability to detect who is lying and who is telling the truth.

Don't know if he really is an IBIS clan member or not since he doesn't have IBIS below his name. but i do know he steps away from his keyboard between gun fights to fist himself and apparently he's pretty fast at it.
