It is supposed to be.

On August 6, we will be taking down some of the Steam servers for software maintenance starting at 1800 Pacific time. We expect the downtime to last not more than three hours -- until 2100 Pacific time.

During this time, Steam Community website will be unavailable, as will the store. Games that rely on matchmaking or lobbies to form new games will not work correctly. Other games should be playable.
