That seems like a great start. Also seems like the two shotguns should be dropped a tad as well, but still working on the numbers.
I couldn't find Rate of Fire information for the P228 in-game, so if anyone has seen it or would like to figure it out, I'd appreciate it.
I'm building a spreadsheet with information to compare so we might be able to make adjustments without being so arbitrary. I'll post when I get three formulas done that are giving me headaches.
That said, if we do want to use actual data to determine the rank modifiers, how should it be done?
I'd personally like to see them adjusted to promote variety, weighting weapons that aren't used often for higher rank modifiers.

The two shotguns definitely need their modifiers reduced, especially the pump. Here's a quick list of the top weapons, their observed damage per minute, maximum possible damage per minute and a comparison.

You can pretty quickly pick-out the shotguns (two highest percentages). The TMP beating out one of the auto-snipers was surprising.
Anyway, should probably drop both shotguns to lower than para.
