What are the admin commands?

I hit the ~ key and nothing happens no console comes down and I hit enter and that one comes up and it does not do anything.

Go into options and go to Keyboard.

GO to the advanced option at the bottom of the window and click "advanced"

Make sure that Enable Developers Console (or something similar) is checked.

It should work then.

You open CSS and go to options, like Bears said, and go to keyboard and then advanced options and check Developer's Console. After this, press ~ and type in: bind "y" "admin"

Then press the key while in game and you'll get your admin menu and commands.

I used the Y key for my admin menu, but you can use whatever key you want.
