if the only firewall he has is windows built in one then turning it off is a bad idea. The firewall actually becomes more restrictive, blocking anything it doesn't recognize, without questioning the user.

What I find odd is even if the port is claimed to be closed on mine (the one I use for Utorrent) I can somehow still download and upload at max speed.

I wont question why It can do that and Ill just let it do its own thing.
