I don't think it can be restarted without actually being able to be on the server, aside from Zero restarting it.

ZERO, is it possible there are certain issues with the .cfg file for the map rotation/and or certain maps that aren't even downloaded to your server?

My best guess is the reason certain maps crash because the server tries to find maps that aren't actually downloaded.
