Yes, this is nothing more than a steam error. Just restart steam and it should work, if not then delete clientregistry.blob and then start steam.

time also seems to fix that problem

usually clientregistry.blob is the culprit, also leaving steam on for too long, when they push updates that error tends to pop up.
