As for non-Railgun favorites, I of course like Lambdadelta (blond haired girl in avatar), but my favorite character ever:
is probably Puchiko from Di Gi Charat, because she's just so darn adorable. However, for a Puchiko that is at least a little more socially acceptable to love:
