All I've seen for full auto permits is an extra 100-200 dollars. Regardless of a slightly steeper price tag, a permit is still accessible.

I know I can, and I barely ever get to the range. But when you're in a panicked situation, you're not going to hit nearly as much. And if you read my original post, you'll see that I talk about the number of clips you have. You may have them loaded BEFORE you get into a fight, but in real life, you're clips don't automatically shove your reservoir ammo into themselves. And how many clips do you have for whatever guns you can access? I don't have more than 2 clips for any of the firearms I could access, and I know most of us certainly don't have supply humvees nearby to save our asses/
8 rounds
20-60 rounds (assuming one extra clip)

Shotguns are still beat in quantity before having to access non-loaded ammunition. What are you trying to get at here? This is also zombie preparation, and if I was to prepare for a zombie outbreak, I would have more than two magazines for my firearms.

Zombies don't move terribly fast, so even in a "panic mode" where you have no fear of being shot at, your target isn't that difficult to hit. More difficult than at a range, but not as much as in a firefight.

How common are those two weapons?
