enough trusted admins have verified that this douche bag joins and disrupts the server.

Something is seriously wrong if he's not permanently banned.

To be quite honest I even temp banned him for If I remember correctly for an hour because he was constantly TKing.

Hmm...seems like I remember banning a Birdman a week ago or so for standing beside me as CT on office...blocking me from moving to the right...waiting for me to die with the awp. Then said something in team chat about I had bought YOUR awp and would I hand it over or something blablabla..

My new zero tolerance policy on idiots seems to be working pretty well actually. The pub is ship shape.. Intentional baiting for weapons, team flashing, team wounding, team killing, mic spamming, etc etc. I don't play any of those. As far as I can recall, you've done all those things. I'm glad to see you gone personally.
