    I remember this fiasco. He was banned for walling, then unbanned for lack of evidence, then banned again for ghosting, but not permanently. There are 3 threads, but here's the most recent/relevant one:

    According to that, he should have been unbanned about 5 months ago. So, did he get banned again, or did his ban never expire? Either way he has to post the request himself, and in the proper section, as Aco said...
