Out of the northern states MI depending on where in that state is the best. GA can be good depending on what parts you live in which basically limits you to any section north of Atlanta that is unincorporated. Some parts of Roswell, a sliver of Alpharetta and Cherokee. Perts of Cob can also be ok. Otherwise you will need to look at rule areas that can be hit or miss. NC is ok as well and the only place left after them is possibly TX but I have not been there. However TX is crazy with speeding shit so I personally rule it out.
The way the majority of the population in a given area drives says a lot about them. Just drive around and find a place you like driving in and your set. For example I like driving in GA b/c most people are flying down the road and actually trying to get places. However, people from KY that come here think it is terrible b/c they keep getting cut off b/c they are driving the speed limit or in many cases below it. In ky people tend to drive with no care as to how or when they will get somewhere and it says a lot about how they do things there, slow and laid back. Not to say it is a bad thing but that is the culture there.
