Reserved slots arent in the server, The slots are the person, so if the people join they have a slot IF they bought it or admin. So yeah. 22 people without slots can join but once a slot reserver/admin joins someone is getting kicked.

server has 22 slots.

sourcetv takes 1

the final available slot (the 21st) is automatically kicked. at all times. someone joins, gets put into that slot, they're kicked immediately.

having reserved slot privolages makes you immune to that autokick, thus it kicks someone else.

the servers can hold 20 people (other than zm, at 40)

Yea the zm is kicking 3 people rather than one in order to provide additional connection slots when the server is full to release the high traffic volume.

it has one slot taken by sourcetv (the 22nd slot), and one slot is automatically kicked (the 21st slot). the other 20 are the actual play slots

I think what he means is, the server sometimes has capped at 19 rather than 20, and with sourceTV being invisible (not taking up a slot), it looks as though we are having 3 open slots.
