New way of dealing with bans

In the future I will likely separate the unban section into temp and perma to make it easier to address problems and filter things out.

This would also make it easier for clan members to identify which unban threads they should be helping to get solved now and which need to be waited on. I may also add some sort of solved mod or something so that threads that are concluded can be labeled that way in addition to being closed.

Looks like the TOS is going 2 need a good overhaul 2 comply with all the new things going down.
