Ban this player?

I don't have any demos or screenshots, but if you check the Zombie Mod SourceTV for 7/12/11 at 9:40pm-9:45pm, I'm pretty sure you can see that the player "penquin" is using some sort of speed hack at the least.

This is his Steam ID:
STEAM_0:1:33323825

Just a side note to strengthen my case, I googled that ID, and it appears to me that this isn't the first offense this player has made

i was there to see this happen, i had just arrived and didnt think to take a demo or screenshots, but he was very shaky. I had thought it was just lag, even though he had decent ping. It was not till he started to run incredibly fast that i thought something was up. If he was going to keep the behavior up, I was going to get some evidence, but he disconnected right after he got tagged.

Oh and can an admin move this to the proper location.

Yeah it was a good call. I know this is in the wrong section but I just butchered my first attmpt at a ban request so I will put the demo here.

Start watching around tic 15,000 right after he gets tagged. he stops and then goes speedhack crazy.
