He means this quite literally the automated system is programed to only give him a reserved slot even if he signs up for admin. Logically this still means he would be charged for admin. This system works automatically for all users that have been banned form admin.

His one account is since unbanned. I still need to make a public thread to make that clear but have been very busy. The recent ddos attacks on the server is causing me to preform and line up a ton of updates for this weekend. Most are aimed at improving the speed and performance of the website.
