I'm not lumping them into the same place, I'm making a comparison. Second, in my opinion, your "too many" should not remove our trust of the masses. But you know what they say about opinions.
Back on the comparison, just the idea of etiquette, play styles, map knowledge and skill levels mean you're only playing the same game superficially. Connection and Lag. Understanding of the nuances and mechanics. We're playing in the same room, with the same rules, but it's not the same game.
If you believe you shouldn't slay on nade round and I believe people should be careful and that we can use what the game has given us, we're already playing a different game. If you know where maps are broken, or abusable, and feel you can use them, and I don't know or don't want to use them, we're playing under different circumstances. Everyone has the same opportunity to get skins to look smoother or better coloured. We don't have to use them for any advantage, we can use them for variety instead.
Crazy:
The other solution is to tell people not to use them, and if they get caught, deal with it. This is what we do with hacks, and it mostly works. We can tell sometimes what they have, and we deal with it then. "It doesn't make sense" to punish the masses for the minority, unless we want to change many rules and responses. You want to play, we trust you won't be a cheater, and will deal with you if you do. Honor system, yo, it works enough to make it feasible.
