A question about skill and level in NS2

HI,
I have a level and a skill rank for natural selection 2 but I have no idea what they mean or what in game metrics they are related to. A little googling didn't turn up any useful explanations. Do any of you know more about this than I do?

This is for an unreleased part of the game that the devs have been trying to deny for a few months that had a code leak in the most recent build exposing a matchmaking system.
