Reason to ban: He leaves the game and rejoins so that he can play the same round. He does this from one team to another but its still circumventing the system.

Normally i would let him off for a warning but i think I've seen him do this before AND this is one of the few exploits i get pissed at.

No go. I was present in the server at the time. He had an auto disconnect a couple of times due to shitty apartment internet on shared router. Complaint irrelevant, imo.

Also there should be a 'Do Nothing' option. Just because in your opinion he was leaving and rejoining for exp or whatever does not mean that was really what happened. Poll irrelevant as well, imo.

rejoining to replay the same round applies when you're killed early in the round. this just looks like he disconnected, wasn't killed or anything. i'm gonna say no punishment. and yes, there should be a do nothing option which i would vote for.
