yeah, but the fact that you only get a single bonus to any of your things through ability scores says something. plus, your cha is 9. you get a fucking NEGATIVE modifier to EVERYTHING bard related. and 13 still gives you only a +1 modifier to a few skills and your AC. however, the fact that bards have 1d6 hp, you get 0 modifyer to your hp, and you're level 2 means that you have a total of 6(first level is maximum ammount possible) + 1d6...essentially you have anywhere from 7-12 hp, and you're going to die pretty damn quickly.
