as i recall, calling a vote doesn't make a rule. we've seen admins put up low gravity votes for instance. gg as i knew it was always enforced such that if the whole server agrees to knife, that's fine. they can all knife. but they are by no means obliged to knife only. that's how i'd always ruled it anyway, can't find a specific post but from one by zero which had a similar issue: I would say that when doing things like this make sure that everyone is on board and be sure to type everything in admin chat so that what you said is always a fact. Key phrase: make sure that EVERYONE is on board. if one person isn't on board, it's not within your power to restrict weapon usage...and someone shooting is evidence that they're not on board.
