Rather than limiting number of games, just implement prods, or find some way of punishing non-playing. We've already found that deadlines do nothing to stop that. Limiting number of games just means that if someone needs to take time off, they are blocked from joining another game just because they couldn't play at some time, or else will encourage people to join games and do nothing so they can be in it. RUN ON SENTENCE!
