Not that my opinion matters, but be sure to spec a player before banning him unless it is super obvious. It isn't uncommon for a decent player to have a good day (I know it happens to me) and they destroy everything in their path. If you suspect them of toggling, be sure to let them play long enough to get pretty conclusive evidence of such. On good days I can go 40-5, on bad days I go 15-30. I even had a game when I was 99-1 (when I was finishing leveling human). If it is iffy, you might want to have an ULA watch the demo before banning also, so that you don't drive regulars away.
