If it's in a position after the rescue boats leave with zombies, that makes it untaggable, then that is delaying. I guess that's what really happened here. Reference icecap more, but a few poisons can tag buoy. Also, there wasn't a delay rule way back then, we didn't suck so bad and we didn't need new rules for assholes.

If the CT is the last survivor, and is on the barrel while the boats have already left, then are you allowed to slap, slay, or burn? Yes, zombies are still able to try to tag him or her, but he or she is still intentionally delaying.

Btw, chutes are disabled on sorrento. It's up to the admin to enable at round end and deal with barrel delay from chute. Without chute zombies can tag barrelers. The map should be timed with boat end anyhow.
