So, mafia targeted someone with a vest, who also targeted that mafioso and killed him and cleaned up the mess.

But in all seriousness, the flavor tells us two people targeted eachother, one got killed and was dragged off, janitor or the like, and that someone else was watching. Meaning there are people with information, but it may be unclear enough to not warrent outing themselves yet. Also, Scribble was clearly mafia, as he was a the gun wielder and mentioned "the boss"
