I'd lean towards stars personally. I don't see how the arsonist could win in this setup. Phil is definitely hiding something, but the likelihood of him being the arsonist is slim since it would have to mean he didn't douse anyone last night. Only other possibility is he tried to light it but all the dousing was gone, so he just scrambled to come up with an excuse and cover his ass.
