umm I'm sorry to say but just from what you said there isn't enough proof to ban someone, because valve changed that to where you pretty much you can have any gun and it will let you run just as fast as the other and running with a knife was significantly reduced from the way it was before.
I'll review the demo though just to see what you are refering too.

But yeah, I was there, and I have a personal demo as well of this guy outrunning people with faster weps (pistol/knife) with a shotgun or other weps. Good ban lol.
