Is the Awp still restricted to one per team?

depends on players.

if there's more than 4 per team, you get 1. if there's more than 7, i think you get 2, etc etc

Negative. The server now defaults to ZERO per team. It used to be 3 or 4 players per team allowed one awp per team. It's not that way since the major changes occurred. I routinely unlock one per team when I join the Pub.
