Also have you tried to disable or delete having a webpage on your desktop in your settings.

Solution should be to:
1. Right Click on your desktop
2. Click properties
3. Select the desktop tab
4. Click Customize Desktop
5. Click the web tab
6. If you see your page there, either uncheck it, or click on it then press the delete button.

you SHOULD be able to create a new restore point no matter what system youre running.. usually it shows options from when your last update was
