If you want mutiple users you need mutiple computers. Just like the game console that steam is trying to move into with the steam box it is 1 per person not 1 per house. Everyone knows you get 1 xbox and ps3 per person...

i haven't tested this and i'm not going to, but the original directory for css is still there and there's still stuff in it. if you could copy any other necessary files to that original directory linked to your account, add it as a non-steam game...hmm...might be a way somewhere along those lines but that's your only chance.
