My view on it - it's stupid.
There's multiple ways to actually gain "good" xp on any map. Let the community vote on the maps; perfectly fine with what maps we have. Just we end up seeing cs_office / cs_office07 like 5-7 times a day, along with de_dust, de_dust2, de_cbble, de_aztec being like 2-4? I'm probably throwing out random statistics... but

As far as if those maps get picked, I personally put in an RTV or try to nominate like de_cpl_mill or de_tuscan because we don't hear much about those either. And it's just as much fun to play those and gain XP. The only reason nightmare and blahhh and gahh? (something like that??? idc personally?) are played are for the retarded map layouts. de_cyber_beta as well?? Huge skybox = flying + vagabond galore usually.
TL;DR : Stupid idea. XP farming endorsed legally. Same shit everywhere else anyways.

Friday is new map day where we play all the uncommon/rarely played maps with admins changing it -> overriding map votes while not abusing the map change feature (ex. changing it the instant the map pops up every map). Way this worked is that we'd get on and play some maps like de_cabbera for example, and eventually leads us to all these random maps you never see played unless changed to by an admin.
Though - idk what happened to the idea. So -shrug-
