So this is clear, this is chiujiangshui the same guy who is doing all of those inappropriate bans. Also, he changed his name to Zero <IBIS> at one point. Relatively certain he is just a griefer at this point.

What do you have to do to lose admin these days? Racorac was perm banned for less (mass gagging/muting). This guy seems to go on banning/abuse sprees constantly.

Rac abuse is 100% different. As he knew he was messing up, continued even after being banned.
Chiu is abusing because he doesn't know any better. It's up to clan decision on what they do to him. Either probation with few admin privileges revoked, or revoke admin all together.
But in the end, rac and chiu is different story.
