I think the one rule for an RVS is that you really shouldn't announce it to the world. Whether or not people believe it's RVS when/if you do announce it is up to the them. Using fear to evoke a response is fine, but telling people what you're doing is counter-productive. Saying 'random vote: vote player a' simply won't work.
Good tip. In the games of the past I would announce it because a lot of new players did not understand the concept of RVS.

Even still, reactions (or lack there of) are still discernable.
