Map changing

I would just like to know the exact policy as far as map changes. On the gungame server for example, un godly loves to change maps to what ever he wants, completely regardless to what everyone else wants. I.E we all rtv because of the map being crappy, but he wants to stay to after we get enough RTV's he just canceled the vote and said too bad, hes admin and can do what ever the heck he wants. This happened on 10/10 around 12:55. Basically just changing the map to what he wants, changing the map several times withing 5 minutes, etc.
